선거과정과 결과에 대한 당선자와 낙선자의 인식차이: 제17대 국회의원선거 출마자 설문조사 결과를 중심으로

본 연구는 선거과정에 후보자로 참여한 당선자들과 낙선자들의 유권자들에 대한 믿음이 차이를 보인다는 킹던의 주장과 논리를 수용하여, 제17대 국회의원선거에서 선거 과정(선거과정 만족도)과 결과(당락 결정요인)에 대한 당선자들과 낙선자들의 인식 차이를 설문조사를 토대로 경험적으로 분석하였다. 특히 본 연구는 그 동안 기존 연구에서 표본 수의 문제로 진행시킬 수 없었던 다양한 통제집단들을 설정하여 킹던의 주장과 논리가 한국의 사례에도 적실성을 갖는가 여부를 다각적으로 검증하였다. 연구결과, 제17대 국회의원선거에 출마한 당선자들의 경우 낙선자들에 비해 상대적으로 선거과정에 대한 만족도가 높고 개인적 수준에서 통제가 가능한 후보자 요인들로 인해 선거결과가 결정되었다고 인식하는 경향이 나타남에 따라 킹던의 주장과 논리가 한국의 사례에서도 상당한 적실성을 가질 수 있다는 사실이 판명되었다. 그러나 특정 통제집단(선거출마 경험이 없는 출마자 집단)에서의 연구결과는 킹던의 주장과 논리가 적용되지 않는 영역도 충분히 존재할 수 있다는 사실을 시사하고 있다.
Abstract
The purpose of this study is to examine empirically if there exist perceptual differences between winners and losers with respect to electoral results and process, utilizing the survey on the candidates in the 17th Congressional Election. Our findings are as follows. In terms of electoral results, winners tend to think their personal characteristics and abilities as the main factor for their victory. In contrast, losers tend to perceive the factors that were beyond their control such as regionalism or voters' identification on a particular political party are mostly responsible for their defeat. This finding suggests that Kingdon's congratulation-rationalization hypothesis is also applicable to the Korean case. On the other hand, empirical tests based on the satisfaction index on the electoral process indicate that winners tend to show higher level of satisfaction on the electoral process than losers do. With few exceptions, our findings hold even after other relevant variables are controlled, which signifies the solidity of our empirical findings.
