민주주의 공고화의 관점에서 본 정치관계법 개정의 효과 : 성과와 한계에 대한 경험적 분석

초록

본 연구는 17대 총선에 적용되었던 개정 정치관계법이 민주주의의 공고화 문제와 관련하여 어떤 성과와 한계를 보였는지를 출마자들에 대한 설문조사 자료를 토대로 경험적으로 분석하였다.연구결과 17대 총선에서 개정 정치관계법은 민주주의의 공고화 문제와 관련하여 성과와 한계를 동시에 보여준 것으로 평가되었다. 그리고 전반적인 연구결과를 고려할 때 향후 민주주의 공고화 수준을 한 단계 높이기 위해서는 무엇보다도 교섭단체와 비교섭단체 간에, 그리고 현역의원과 정치신인 간에 제기될 수 있는 형평성 문제를 제고할 수 있는 방안들을 마련할 필요가 있는 것으로 나타났다. 또한 온라인 영역에서의 흑색선전과 비방의 문제를 해결할 수 있는 방안들도 마련할 필요가 있는 것으로 나타났다.

Abstract

This study attempts to evaluate the effects of the revised electoral laws on the 17th National Assembly election in Korea. Using survey data, the possible consequences of the revised electoral laws are examined. I found that the revised electoral laws had both positive and negative impacts on the democratic consolidation of Korea. Based on these findings, I suggest that the revised electoral laws need to be reformed in a way which political equality between an incumbent and a challenger and between negotiation group and non-negotiation group can be improved. In addition, some measures need to be considered to prevent negative advertisement and libels on the Internet.
