국회의원 당선경력과 국회운영 인식의 차이

초록

이 논문은 국회운영의 발전에 초선의원의 대거 진입은 도움이 되지 못한다는 것을 주장하고 있다. 그 동안 국회발전을 위한 방안으로 제도개선이나 인적자원의 변화 등이 주장되었지만 경험적으로 그러한 변화가 국회운영을 발전시키지 못했다. 국회운영의 특성을 볼 때 제도나 규정보다 오히려 불문율이 중요할 수 있다. 설문자료를 통해 18대 재선의원이 17대 초선의원이었을 때와 국회운영 의식이 어떻게 달라졌는가를 분석한 결과 재선의원들이 초선의원일 때 보다 국회운영에 비제도적 요인이 중요성을 더 느끼고 있다는 것을 확인하였다. 합의를 중시하는 한국국회의 특성을 고려할 때 초선의원들의 대거 진입은 국회정상화에 도움이 되지 못한다는 주장이 타당성을 갖는다.

Abstract

This paper insists that massive recruit does not contribute to improvement of National Assembly in Korea. Even though institutional reform or change of Congressmen was proposed to reform the National Assembly, it turns out ineffectiveness of those trials. This paper starts with the idea that norms or traditions in the Assembly may be more important than the formal rules. Brand new Congressmen do not have to learn the norms, so that they are more likely to the rules to solve the conflict between the political parties. Empirical analysis displays that the Congressmen realize the importance of the norms more when they are selected the second term.
