Abstract
By examining the adjustments of the British and the Irish labor market regimes under globalization, this paper proposes a new theoretical alternative called "actor-centered institutionalism," criticizing the prevalent theories in comparative political economy including neoliberalism and neoinstitutionalism. Facing new challenges under globalization, advanced countries including the U.K. and Ireland have adjusted their existing labor market regimes, neither converging toward the Anglo-Saxon model, as the neoliberals perdict, nor persisting in their national patterns, as neoinstitutionalists perdict. In particular, contrary to the neoinstitutionalism, Ireland and the UK underwent different patterns of adjustments even under similar institutional conditions of their existing labor markets and welfare states. Furthermore, path-dependent institutionalism faces difficulty in explaining the case of Ireland in which the Scandinavian-style corporatist social pacts have been established even in the absence of corporatist institutions. In order to better understand the divergent adjustments even under the condition of similar institutions, this paper proposes a new theoretical conception of "actor-centered institutionalism, by which this paper emphasizes actors' proactive interpretation on the characteristics of crisis as well as institutions themselves.
