중국의 소프트파워 외교의 전개와 국제정치적 함의

초록

이 글은 최근 중국외교의 가장 큰 특징인 소프트파워 외교의 전개과정에서 나타난 성과와 한계 및 국제정치적 함의를 파악하는데 목적이 있다. 중국은 미국에서 유래한 소프트파워에 대한 비판적 인식과 수용을 통해 중국이 보유하고 있는 소프트파워 자원(문화적․경제적․외교적․정치적 자원)을 적극적으로 운용함으로써 21세기 강대국화를 위한 열망을 드러내고 있다. 그러나 중국의 전방위적인 소프트파워 외교공세가 가져온 긍정적인 효과에도 불구하고 여러 가지 부작용과 한계가 드러나고 있고, 특히 중국의 잠재적 소프트파워 자원이 실질적 파워로 전환되기에는 아직도 많은 시간과 노력이 필요해 보인다. 따라서 중국은 향후 소프트파워 외교 확대를 통한 강대국화 과정에서 국제사회에서 통용되는 규범과 제도를 점진적으로 수용함으로써, 기존패권국 미국을 배제한 새로운 국제정치경제신질서를 모색하기보다는 현존질서를 수용한 후 차츰 그 영향력을 확대해 나갈 것이다.

Abstract

This report is for the purpose of understanding of effects, limitations, and diplomatic implication of China's soft power diplomacy as distinguished. After critical understanding and acceptance of the U.S. soft power conception, China has developed and been actively operating its specific soft power resources such as politics, diplomacy, economics and culture to be a superpower in the 21st century. However, despite many of positive effects derived from China's omnidirectional soft power foreign policies, it seems to take a long time and ask great efforts for China to convert potential soft power resources into substantial power. Therefore, rather than pursuing a new international order in politics and economy excluding the U.S., China would accept the U.S.-centered world order in existence and seek to comply with international rules and systems in the way of progress of becoming a superpower in respect of the increase of soft power diplomacy.
