중국 경제책략의 정치경제적 분석과 사례 연구

이 글의 목적은 데이비드 볼드윈이 구축한 '경제책략' 개념에 근거해 정치적 목적을 위해 경제적 수단을 동원하는 최근 중국의 대외전략을 정의하고 중국이 왜, 언제부터, 어떻게 경제책략을 사용해 왔는지 분석하는 것이다. 이를 위해 본고는 정치경제적 시각에서 경제책략의 증가 배경을 고찰하고, 장쩌민부터 시진핑 시대 중국 외교정책의 기조 변화를 통해 중국 경제책략 활용이 증가해 온 과정을 통시적으로 분석한 후 다양한 경제책략 실증 사례를 제시하였다. 많은 국가들이 중국 경제에 비대칭적으로 의존하고 있는 상황에서, 군사 동맹 시스템은 취약한 반면 국내 기업과 사회 통제에는 용이한 체제를 갖고 있는 중국은 세계 강대국으로 부상하는 동안 핵심이익 수호를 위해 경제책략을 전략적으로 행사해 왔다. 경제를 넘어 국제정치적 영향력을 강화하려는 중국은 보다 공세적 방향으로 외교 방침을 변화시키며 경제책략을 활용하고 있고, 그것은 최근 들어 표적 기업 및 관광업 제재 등 몇 가지 특징적 형태로 전형화 되고 있는 추세다. 이 연구는 중국 경제책략의 대응책을 모색하는 국가들이 중국 경제책략의 배경과 의도, 새로운 경향성을 종합적으로 이해하는데 시사점을 줄 수 있을 것이다.
Abstract
This article analyzes why, how, and how long China has deployed vast economic wealth to support its foreign policy goals based on the conceptual framework of “economic statecraft”, originally formulated by David A. Baldwin. I examine the background of China’s increasing economic statecraft from a political economic perspective and analyze their developmental processes diachronically by elaborating changes in the foreign policy keynotes of the Jiang Zemin, Hu Jintao, and Xi Jinping eras. Because many countries are asymmetrically dependent on the Chinese market, and Beijing is significantly limited in the alliance system, but is able to control domestic corporations and society, the Chinese leadership has exercised economic statecraft strategically to protect its core interests while seeking to rise as a global power. Trying to strengthen its international political influence beyond economic power, China has developed its foreign policy more assertively and utilized economic statecraft frequently. This strategy tends to be typified by several characteristic forms such as targeted sanctions on specific enterprises, and tourism. This study could have implications for China’s target countries who are attempting to prepare countermeasures as a way to understand the background, intentions, and new trends of China’s economic statecraft.
