Manifesto offers information to the voter through presenting right informations and verifying public pledges presented by the candidates in electoral process. And furthermore, manifesto is one of means in rational political recruitment which aims at the incarnation of representative system through rational political participations. This thesis mainly studies meanings of manifesto (which present to voter in electoral process), operation examples in several country, the possibility of their applications in Korea through examples and evaluation of suitability. I studies operation fitness, problems of manifesto in operation and so on, by operation example of manifesto, operation index, an election platform, evaluation of manifest, based on examples inside and outside country. It is evaluate positive in Korea as a result of democratization of institution and rationalization, In Korea, according to the magnification of democratization of institutions, rationalization of procedures, and extension of local autonomy system etc., manifesto tends to be activated in the presidential and assemblyman elections these days. The tendency can be evaluated positively. But examination in the value of manifesto seems insufficient so that stabilization of new paradigm and concern of voter are in demand in order at the efficient operation of manifesto.
