본 논문은 전후(戰後) 미국 통상정책을 뒷받침했던 하원 세입위원회의 역할변화가 자유무역 증진을 위해 고안되었던 '무역촉진권한(fast track/TPA)'이라는 제도적 장치의 유지 및 소멸에 어떠한 영향력을 행사했는지를 살펴보고 있다. 기존 미 통상정책에 대한 연구들이 정치․경제적인 변수 위주로 의회의 표결결과를 분석해내려고 했던 데 반해 이 글은 세입위원회의 ‘당파성(partisanship)’이라는 변수가 본회의 표결에 어떠한 영향력을 행사했는지를 파악하고자 하였다. 1990년대 이후 기존 자유무역정책의 상징으로 부각되며 정치적 격돌의 실험장이 되었던 'fast track/TPA' 관련 표결내용을 분석한 결과, 아직까지 통상정책에 있어 하원 세입위원회의 독립성(자유무역의 상대적 선호)은 존재하고 있으며 관련 표결결과가 본회의 표결에 적지 않은 영향을 미치고 있다는 점을 확인하였다. 그러나, 이는 ‘자유무역의 교두보’로서의 세입위원회의 전통적 역할이 지속되고 있다는 것은 아니다. 세입위원회 역시 미국 통상정책 결정과정을 근본적으로 변화시킨 ‘당파성’으로부터 자유롭지 않았으며, 오히려 당파성이 강해진 세입위원회의 표결이 추후 본회의에도 부정적인 영향을 미치고 있다. 이와 같이 'fast track/TPA'에 대한 분석을 통해 세입위원회의 당파성 강화가 불러오는 반자유무역적 효과를 계량적으로 제시했다는 점에서 이 글의 의의를 찾을 수 있을 것이다. 따라서, 향후 미국의 통상정책의 향방을 분석하는 데 있어 세입위원회의 의사결정방식에 보다 주목할 필요가 있다. 정치적인 계기를 통해 세입위원회의 당파성이 약화되어 합의안이 제시될 수 있을 때, 친자유무역적 통상정책에 중요한 실마리를 제공할 수 있을 것이기 때문이다.
Abstract
This paper highlights the changing role of the House Ways and Means Committee on U.S. trade policy-making process. While much of the empirical work on U.S. trade policy focuses on constituency economic interests, this study stresses the institutional factor influenced by the House Ways and Means Committee in fostering free-trade initiatives. More specifically, it introduces the concept of 'partisanship' in the committee and tests it against conventional constituency economic interests on the floor votes. By empirically showing the negative relationship between the 'partisan' committee and individual floor votes on the extension of the 'fast track authority' in the 1990s, it argues that one of the reasons behind the current deadlock in congressional trade initiatives can be found in the increased 'partisanship' in the Ways and Means Committee.
