Abstract

The Trump phenomenon, which has been expressed since the 2016 presidential election, has been interpreted as a backlash against public opinion on globalization and free trade policies pursued by the United States. Ironically, contrary to the protectionist measures in place by the Trump administration, pro-trade US public opinion has soared since the Trump administration. This study is part of an effort to explain this strange phenomenon. In general, the Heckscher-Ohlin or Ricardo-Viner models, which describe trade preferences, are limited in explaining the short-term fluctuations in public opinion. Based on the partisan model, this study analyzed the effects of party identification or support for the president on the evaluation of trade policy. Although the partisan view was not influential in the abstract-level question related to trade policy, the study confirmed that the view had an overwhelming influence on the specific-level questions. The rise of public opinion in the US on free trade at the abstract-level question is a kind of optical illusion in contrast to the support for protectionism at the concrete-level questions.
