Abstract

The notion of “complex diplomacy” has recently gained a lot of attention; it goes beyond the simplistic ideas of “Cold War diplomacy” or “Small State diplomacy” that have prevailed for several decades. The notion contains the active intention of Korea as a middle power, exploring a new horizon of diplomatic strategies. However, “complex diplomacy” still lacks a specific guideline for implementation. This is mainly because the concept is based on the unit-level ideas of diplomatic strategies, and tends to neglect the surrounding networked environment as a structure that constrains (or facilitates) nation-state’s strategies. In this context, this paper explores how Korea’s strategies for network diplomacy should be implemented from a theoretical perspective, adopting the Actor-Network Theory (ANT), which is a famous branch of network theories in the sociology of science and technology. In particular, this paper relies on the popular framework of four-stages in networking, presented by French theorist, Michel Callon, in order to understand discrete stages of network strategies in a more organized manner.
