Abstract
As North Korea virtually approaches becoming a nuclear power state, the ROK and the U.S. are developing their deterrence policy with the academic circle advocating the consolidation of the deterrence against Pyongyang through nuclear umbrella, kill-chain, missile defense and conventional retaliatory capabilities. In a situation that compels the unconditional success of deterrence, a fortification of comprehensive and omnidirectional deterrence seems intuitively reasonable. However, an exhaustive review of the relative importance and directional nature of the elements that constitute the extended deterrence must be achieved to truly advance the tailored deterrence strategy that best suits the geographical conditions of the Korean Peninsula. When particularly reflecting upon the altered nuclear strategy of the U.S. and development of conventional cutting edge weapons during post Cold War period, the pertinence of nuclear umbrella should be critically examined. In this paper, it positively evaluates the potential of conventional deterrence for aspects of its credibility, effectiveness and crisis stability. It also suggests the reconstitution of the Korean Peninsula's extended deterrence policy that steers towards heightening the importance of conventional deterrence, especially retaliatory deterrence that imposes threat of counterattack rather than deterrence by denial such as missile defense or preemptive strike.
