한국의 재래식 전력의 한반도 억제태세 기여와 역할: 확장억제 신뢰성 제고를 중심으로

초록

한국의 재래식 군사력 증강을 두고 전 세계적으로 관심이 높아지고 있다. 일부는 한국의 전력증강이 미국의 방기 가능성에 대한 대비 차원이며, 역내 전략적 안정성을 저해할 것이라고 우려한다. 다른 전문가들은 전작권 전환이나 전략적 자주성을 확보하고자 하는 노력이라고 의심한다. 대체로 한국의 노력이 결국 한미동맹의 약화를 초래할 것이라는 분석이다. 이러한 다양한 해석에 대해 본 논문은 북한의 핵・미사일 위협에 대응하기 위한 한국군의 전력증강은 한・미 공동의 노력의 산물이며, 미국 확장억제의 신뢰성을 높임으로써 궁극적으로 한반도 억제체제를 강화한다는 논지를 제시한다. 특히, 미국의 일방적인 지원과 결정에 의존하는 확장억제는 재래식 영역에서의 불안정성 증가, 미국 미사일 방어체계의 효과 및 핵 응징보복의 불확실성과 같은 내재적 한계를 가진다. 이에 한국의 재래식 능력은 북한의 핵 및 재래식 도발을 거부 및 응징할 한미동맹의 총체적 역량을 강화함으로써 북한의 도발비용을 증가시키는 한편, 유사시 미국의 개입비용을 낮춘다. 그러므로 우리는 한국의 재래식 전력증강이 미국 확장억제의 신뢰성을 제고하는데 기여할 뿐 아니라, 한반도의 전략적 안정성에도 필수적인 요소임을 강조한다. 이러한 논지를 토대로 본 논문은 한반도 억제체제를 더욱 강화하기 위한 세 가지 정책방향을 제시한다.

Abstract

International scholars are becoming increasingly interested in South Korea's conventional force buildup. Some scholars are concerned that South Korea's military buildup is motivated by its fear of U.S. abandonment and will undermine the strategic stability of the Korean Peninsula, whereas others claim that it is an effort to secure strategic autonomy. In response to these various interpretations, this paper proposes that South Korea's force buildup is a result of joint efforts between Seoul and Washington and is intended to counter North Korea's growing nuclear and missile threats. Moreover, South Korea's force buildup will ultimately bolster crisis stability on the Korean Peninsula by enhancing the credibility of U.S. extended deterrence. Specifically, a deterrence posture that relies solely on the U.S. nuclear umbrella has inherent limitations, including the possibility of instability in the conventional domain, the ineffectiveness of the U.S. missile defense system, and the uncertainty of US nuclear retaliation. Therefore, South Korea's conventional capabilities will compensate for this deterrence gap by enhancing the ROK-U.S. alliance's capacity to deny and punish North Korea's nuclear provocations and by reducing the cost of U.S. intervention. In light of this, the authors emphasize that the buildup of South Korea's conventional forces is crucial for the strategic stability of the Korean Peninsula. On the basis of these arguments, this paper offers three policy recommendations to further strengthen the ROK-US alliance's deterrence posture.
