Abstract

This Study seeks to illuminate conditions for weak state’s leadership in regional and international relations by analyzing the success and failure of ASEAN-led East Asian regional cooperation since 1990s. This study pays attention to great powers competition and internal cohesiveness in a coalition of weak states as conditions for success of weak state’s leadership. It is argued in this study that: 1) the absence of great power competition and the internal dispute in the ASEAN led to the failure of the EAEG/EAEC; 2) the Sino-Japanese competition and ASEAN’s internal cohesiveness enable ASEAN to play a leading role in the successful development of the ASEAN+3 and the East Asia Summit; and 3) the weakened competition among great powers in the region and ASEAN’s internal cohesiveness led to the partial conclusion of the RCEP negotiations. This study expects that the weakened competition among great powers would not allow strategic interest to ASEAN and thus it would seek to strengthen and keep its internal coherence to promote the gradual development for its-led regional cooperative projects.
