초록
아세안(ASEAN: Association of Southeast Asian Nations)이 올해로 50주년을 맞이했다.
Abstract
This article discusses ASEAN’s claimed leadership in major multilateral cooperative frameworks in East Asia. Particularly, it reviews how ASEAN’s leadership has influenced main functions and roles that major IR schools of thought - realism, English school, rational choice institutionalism, constructivist institutionalism and domestic politics – highlight. In summary, findings suggest that ASEAN’s leadership traits have contributed to the maintenance of ‘order’ in East Asia but those same traits have constrained or negatively affected other institutional functions – problem solving, socialization, national preference changes - that each theory expects. Given leadership legitimacy is based on followers’ consent, ASEAN’s leadership is likely to decline as long as it fails to resolve the dilemma derived from its norms and practices.
