Abstract
This study examines the role of middle powers in East Asian regional integration. Regional integration is generally considered as a niche for middle powers since major powers are more interested in global affairs while weak powers lack resources for diplomatic activism. Regional institutions not only have lock-in effect against major powers but also reduce transaction costs for regional cooperation. According to this study, East Asia's regionalism has stagnated largely due to the absence of arrogant, threatening regional great powers that need to be locked in by regional institutions. As a result, regional small and medium powers could not create momentum for regional institution building. Now the situation is changing in East Asia with the rapid rise of Chinese power and the growing interests in East Asian integration on the parts of regional greate powers like China and Japan. The role of middle powers like South Korea is becoming crucial for advancing regional integration, as well as to mediate conflicts both between China and Japan and between great powers and small powers in East Asia. South Korea has pursued active regional integration policy on the basis of its growing material capabilities and the formation of its identity as a middle power. However, its assertive regional policies could not materialize because of the absence of strategic considerations. This paper suggests four conditions for the success of South Korea's middle power diplomacy toward East Asia: support from the United States, close partnership with and strong support from ASEAN countries, commitment to universal values like human rights, democracy, material prosperity, environment, poverty reduction and development aid, etc, and finally strong domestic support for diplomatic activism.
