ASEAN 통합의 역내･외적 제약요인 : 지역정치와 미-중 갈등 속 중심성의 위기

초록

동남아시아 지역은 강대국 경쟁 구조 속에서 어떠한 내부적 통합성과 갈등요인을 지니고있는가? 강대국 갈등을 비롯한 외부적 요인은 동남아 각국의 지역 정치와 상호 작용하며 동남아 국가들의 협력과 지역통합에 영향을 미치고 있는가? 본 논문은 오늘날 미-중 갈등 속 강대국들의 전략적 이해관계가 걸려 있는 동남아 지역에서 ASEAN이 중심성을 유지하며 발전하는데 미치는 역내와 역외 요인의 영향과 그 속에서 ASEAN과 동남아 각국들이 취하는 공동대응의 성과와 한계를 분석한다. 상대적으로 약소국으로 구성된 지역 통합 기구인 ASEAN은안보와 경제문제 해결을 위해 내부적인 협력을 증진시키고 역외 강대국을 활용하는 전략을취하며 진화해 왔다. 그 과정에서 ASEAN은 역내 국가들의 주권 존중이라는 대내적 원칙과역외 강대국에 대한 대외적 균형전략을 통해 내적 통합성을 증진시켰다. 그러나 중국과의 영토분쟁과 안보위협, ‘분열적 연결성(split connection)’을 지닌 역내 국가들 사이의 경제관계, 역내 개별 국가들이 지닌 민주주의와 인권문제는 ASEAN 내부와 역외 세력과의 관계라는 두측면에서 안정성과 통합성을 제약하고 효과적인 공동대응을 어렵게 만들고 있다. 동남아의 사례는 외부적 영향이 지역통합의 필요성을 증진시킴과 동시에 역내 지역 정치와 맞물려 통합의 불안정성을 야기하는 제약 요인이 될 수 있음을 보여주고 있다.

Abstract

What factors affect regional integration and conflict in Southeast Asia within the international structure of U.S.–China competition? The countries in Southeast Asia, in which the critical strategic interests of the two great powers are involved, are pursuing diplomatic policies to address the growing conflict between these two powers at not only the single country level but also the regional level, through the institution of the ASEAN. As an organization for regional integration, the ASEAN has evolved through its efforts to increase regional cooperation and use great powers outside the region to solve security and economic problems. Although it is composed of relatively weak states, the ASEAN has achieved growth in internal integration through the rules and norms of respect for sovereignty and the tactic of balancing power against external great powers. However, territorial disputes with China and security threats from it, split economic ties among countries in the region, and problems with democracy and human rights in domestic politics have constrained the creation of stability and cohesion within the region and the effectiveness of a collective response to great powers outside the region.
