Abstract
Following the fourth nuclear test and missile launches of North Korea, the international community strengthened economic sanctions and called a more active role of China. Although China has participated in the UN sanctions after each nuclear test of the North, China’s policy toward North Korea has been consistent with its strategic management utilizing both economic sanctions and supports. Focusing on regional stability, China’s management policy consists of a variety of factors, including historical relationship with North Korea, political and economic situations in Northeast provinces, competition with the U.S. in Northeast Asia, etc. Economic sanctions are part of the managing tools, and it is difficult to expect dramatic changes in China’s management policy. North Korean economy depends largely on China, with particularly deepened economic relations since the late 2000s. However, it does not mean a significant impact on political decisions of North Korea such as nuclear problem. To continue international sanctions on North Korea, it is essential for South Korea to keep on and develop its cooperation with China. Recent China-ROK cooperation, however, is struggling with various regional issues, for example the THAAD deployment in Korea. It is important for Korea to put and share the policy priority to change the attitude of the North, and develop close and strategic relationship with China.
