Abstract

The rapid development, spread, and strategic/tactical applications of new military technologies change the ways in which wars and conflicts are fought. Among these technologies that might have substantial security implications on the Korean Peninsula and beyond are those related to unmanned aerial vehicles (UAVs). The widespread deployment and use of UAVs pose both opportunities and challenges for national as well as regional security. On the one hand, there have been arguments that UAVs and their spread would enhance security especially since 2001 when usefulness of UAVs had been arguably proven in the War in Afghanistan. On the other hand, as the case of North Korean UAVs crashes in 2014 indicates, UAVs and their widespread deployment pose new challenges to security environment in Northeast Asia and the Korean peninsula in particular. Despite their important security implications, there has been few works that examine the effects of technological development and widespread deployment of UAVs on national and regional security. Would UAVs enhance security in South Korea's security? Unlike previous works that simply introduce UAVs or examine them with a focus on technical issues, this paper takes a closer look at positive and negative effects of UAVs on national and regional security with policy implications.
