북한의 대외전략 분석(2008-2016): ‘편승’에서 ‘균형’으로의 변화를 중심으로

초록

본 연구는 핵정책을 중심으로 한 2008년 이후 북한 대외전략 변화의 내용과 동학, 그리고 그 함의를 밝히고자 한다. 관련하여 본 연구는 크게 두 개의 부분으로 구성된다. 우선 북한 대외전략 변화의 내용 및 동학과 관련된 부분이다. 본 연구의 가설은 다음의 두 가지이다. 첫째, 북한의 대외전략은 2009년을 기점으로 편승전략에서 균형전략으로 변화되었다. 둘째, 해당 변화는 2008년 여름을 기점으로 편승전략의 미래가 불투명해진 상황에서 북한 국내에 ‘정치적 계승’을 매개로 정권안보에 심각한 위협이 제기되면서 본격화되었다. 다음으로 상기한 주장이 갖는 함의와 관련하여 본 연구는 균형전략으로의 전환이 단순한 대외전략 상의 변화뿐만이 아니라 경제정책을 포함한 포괄적 국가전략의 변화를 수반했다는 점을 논증한다. 또한 본 연구는 정권안보를 중심으로 한 국내정치적 변수의 작동에 대한 발견이 구조적 변수 중심의 필연론을 벗어나 북한의 핵문제를 열린 선택의 관점에서 조명할 수 있는 가능성을 의미한다고 주장한다.

Abstract

The purpose of this study is to show the change of North Korean foreign strategy focusing on the nuclear strategy and to reveal its dynamics and implications. This study is composed of two parts. First part is about the change and its dynamics. In this part, the paper argues that North Korean foreign strategy has changed from bandwagoning to balancing since 2009 and the crisis of regime security sparked by political succession is one of the main causes of this change. In the next part, this study analyzes the implications of the change. First, the change from bandwagoning to balancing doesn’t mean only the change in foreign strategy but also in comprehensive state strategies including economic policy. Second, the revelation of domestic dynamics can help us to analyze the nuclear crisis on the Korean Peninsula in the viewpoint of problem solving, not a structural approach.
