탈냉전 이후 북한의 대외전략에 대한 연구는 핵정책에 주로 초점이 맞춰져 왔다. 물론 1990년대 이후 핵문제가 남북관계와 북미관계를 결정하는 가장 핵심적인 변수로 작용해 왔다는 점은 누구도 부인할 수 없는 사실이다. 그러나 핵 위기에 초점을 맞춘 이와 같은 연구들은 한반도의 지속되는 갈등과 위기를 북한의 변치 않는 속성과 탈냉전이 부과한 구조적 제약이 결합된 일종의 ‘필연적 결과’로간주함으로써 행위자의 선택을 통한 다양한 가능성을 간과하는 한계를 보여 왔다. 본 연구는 이러한 기존연구의 한계를 극복하고자 북한의 대외정책 일반을‘탈냉전 전략’이라는 보다 포괄적인 개념을 통해 분석해 보고자 한다. 본 연구의주장은 다음과 같다. 첫째, 1980년대 후반부터 1990년대 초반까지 김일성이 추구한 탈냉전전략의 핵심은 남한과 미국을 ‘혁명과 해방’의 대상에서 ‘공존’의 대상으로 재규정한 탈급진화(de-radicalization), 그리고 한·미·일과의 관계개선을 ‘동시에’ 추구하는 ‘전방위전략’이었다. 둘째, 1994년 이후의 통미봉남(通美封南) 전략은 핵 위기나 정권의 속성으로 인한 필연적 산물이라기보다는 ‘기회의창’으로서의 대외적 환경의 변화와 ‘계승의 정치’를 중심으로 한 국내정치적 동학에 의해 선택된 결과였다.
Abstract
After the end of the Cold War, most of the studies about the North Korean foreign policy have focused on its nuclear policy. Actually, it is no doubt that nuclear issue has been the most important factor in U.S-.North Korean relations and inter-Korean relations from 1990s. However, this approach cannot fully examine various chances because it has a tendency to regard the conflict on the Korean Peninsula as an inevitable result of the North Korean nature and the intrinsic discrepancies in interest. In order to overcome these limitations, this study tries to analyze the North Korean foreign policy through the concept of Post-Cold War strategy. The arguments of this study is as follows. First, the key components of the North Korean Post-Cold War Strategy from the late 1980s to early 1990s were de-radicalization and comprehensive strategy. The de-radicalization meant that North Korea decided to coexist, not to have a confrontation with South Korea and U.S.,and the comprehensive strategy aimed to improve relations with South Korea, U.S., and Japan at the same time. Second, the failure of this strategy was not only due to a security dilemma, but also to a shutdown 김일성의 탈냉전 전략의 등장과 좌절 169of a window of opportunity and effects of political succession.
