Abstract
This paper explores the Filipino anti-American independence movement through a thematic comparison with the Korean independence movement. Around the opening of the Philippine Assembly, the Philippine independence movement—initially waged as armed struggle by Filipino forces against the United States, which had supplanted Spain as the colonial power—shifted toward political struggle instead of armed resistance because the latter appear increasingly untenable. The core actors in this phase of the movement can be defined as ‘independence-oriented pro-American politicians’, a paradoxical concept. This study analyses how these actors engaged in a dual relationship of both conflict and cooperation with their colonial metropole and pursued the construction of a self-determined democratic state as part of their independence campaign. After the Great Depression in 1929, Filipino politicians gained the Tydings-McDuffie Act, which paved the way for the establishment of a independent provisional government under U.S. tutelage. This arrangement resembles the trusteeship the United States intended for Korea, and the provisional government which played a similar role. Duringthe period of this transitional government, the Philippines endured Japanese invasion and occupation, and formal independence was granted. Nonetheless, anti-Japanese resistance by Filipinos continued. The U.S. military’s reconquest of the Philippines, the elimination of colonial remnants such as the purge of pro-Japanese collaborators, and the establishment of an independent government were achieved. The task of building the independent Republic of the Philippines and establishing a sovereign democratic government, however, is not a completed project but remains an ongoing process. By analyzing the process, this paper offers meaningful implications for research on Korea’s colonial experience, U.S. military government in Korea, the handling of pro-Japanese collaborators, and the establishment of government.
