본고는 2021년 바이든 행정부 출범 이후 새로이 조성되는 북핵정책 환경을 평가하고, 향후 북미 핵협상의 재개에 대비하여 예상되는 쟁점을 제기하고 대응책을 토론했다. 북핵문제는 바이든 행정부의 외교과제의 우선순위 목록에서 빠졌다. 하지만 북한이 핵실험과 중장거리 미사일 시험발사를 재개할 위험성이 크고, 급속히 증강되는 북핵능력을 볼 때 미국은 북핵문제를 더 이상 인내하거나 방치하기 어렵다. 바이든 행정부가 북핵협상을 준비할 때, 트럼프 행정부의 싱가포르 공동성명 계승 여부, 하노이 ‘노딜’의 원인이 된 북한의 초기 비핵화 범위와 미국의 상응조치에 대한 대응책, 이란핵합의 모델에 따른 ‘잠정합의’를 통한 단계적 접근법의 적용방안 등이 주요 쟁점으로 부각될 것이며, 본고는 이 문제들을 토론하고 대안을 제시하고자 한다.
Abstract
This paper reviews issues that Biden administration would encounter when it decides to hold nuclear negotiations with North Korea. This paper begins with an evaluation of accomplishments of President Trump’s North Korean diplomacy and a new North Korea policy environment thereafter. This paper tries to explain why North Korea might adopt a ‘strategic patience’ policy toward the US for the time being, instead of a much touted brinkmanship diplomacy of nuclear and missile tests provocations. This paper also predicts and explains why the US probably engages with North Korea sooner, though the North Korean nuclear problem was not on the foreign policy priorities list of the Biden administration. When the Biden administration prepares the resumption of nuclear negotiations with North Korea, it should decide first whether to succeed or nullify the 2018 Singapore US-DPRK Joint Statement. This paper argues that the benefits of its succession far outweighs the costs. The Biden team also should prepare its positions on the scope of both first-step denuclearization and corresponding measures, contentions of which had led to the so-called “Hanoi no-deal” incident. As the Biden diplomatic team has shown an interest in applying the Iranian nuclear agreement(JCPOA)-type two-step approach to North Korean nuclear negotiations, it should have a concrete plan for that.
