Abstract

Since The inauguration of the second Trump administration, attention has been focused on whether nuclear negotiations between North Korea and the United States will resume. This study examined the policy-making factors behind the delay in North Korea-US denuclearization negotiations. The United States, in accordance with the principle of "America First," is focusing on issues such as trade and illegal immigration, and prioritizing the end of the Russo-Russian War and the resolution of the Israel-Middle East conflict, thereby placing the North Korean nuclear issue as a lower priority. On the other hand, North Korea is more concerned with securing strategic gains through close ties with Russia, achieving the tasks of the 8th Party Congress to consolidate its regime, and being recognized as a nuclear power. Thus, North Korea and the United States are focusing on divergent issues, relegating North Korea-US negotiations to a lower priority.
