Abstract
This paper evaluates the Biden administration’s North Korea policy and examines its alternatives, drawing upon the following two propositions. First, the United States does not have a bilateral North Korea policy that deals with ‘North Korea as it is’. Rather, the U.S. policy towards North Korea or the North Korea Question has been that of double containment of the two Koreas through its alliance with South Korea. Second, the U.S.’s North Korea-Korean Peninsula Question has been constantly redefined at regional and global levels and by factors such as geopolitics, nuclear strategy and rogue state ideology. This paper characterizes the Biden administration’s ‘calibrated and practical’ North Korea policy not as a mere extension of the Obama administration’s ‘strategic patience’, but as a policy of ‘adversarial neglect.’ The ostensible goal of the complete de-nuclearization of the Korean Peninsula has been neglected both because of the U.S. inability to prioritize the North Korean Question over the more pressing crises such as the wars in Ukraine and Gaza amid international disorder/interregnum, and because of the U.S. unwillingness to compromise its alliance systems with South Korea and Japan for the sake of making deals with North Korea. This paper identifies two main alternatives to Biden’s ‘adversarial neglect.’ One is a peaceful coexistence campaign focusing on operational arms control to alleviate the security dilemma on the Korean Peninsula and the other is the prospect of a 2nd Trump administration’s ‘transactional neglect’ if Trump wins this year’s U.S. presidential election.
