북한의 심각한 경제난이 외부로 알려지면서부터 국제사회는 북한에 대한 원조를 지속해왔다. 한편 장기간에 걸쳐 투입된 외부 자원이 북한의 경제난 해소에, 혹은 북한의 경제발전에 기여했는가에 대한 평가는 대체로 부정적이다. 북한의 경제 상황 개선, 혹은 북한의 경제발전에 기여할 수 있는 개발협력의 프레임워크는 없는 것일까? 본 연구는 효과적인 북한개발협력 프레임워크로서 개발금융기관(DFI)의 협력 프레임워크를 탐색한다. 분석결과 첫째, DFI의 프레임워크는 공여체에 다양한 행위자를 포함하는데, 특히 DFI는 사업의 위험 완화를 도모하여 민간투자기구나 민간기업들의 사업 참여를 촉진한다는 측면에서 매우 유용한 협력 프레임워크라고 할 수 있다. 둘째, DFI의 프레임워크는 수원국 스스로가 주민들의 수요를 고려한 사업모델을 만들어 해당 모델이 유용하다는 것에 대하여 공여체를 설득해야 하는 사업형성 메커니즘을 보유한바, 적극적인 수원국 수요 반영이 가능하다. 셋째, DFI의 프레임워크는 수원국 민간영역 확대의 측면에도 매우 효과적인 협력 프레임워크이다. 북한개발협력에서 DFI의 프레임워크를 활용할 경우, 다양한 행위자의 참여를 기대할 수 있을 것이며, 적극적인 수원국의 수요 반영을 바탕으로 사업을 추진할 수 있을 것이다. 특히 북한개발협력에서 DFI의 프레임워크를 활용할 경우, 북한 내 소액금융 대출 프로그램을 운영함으로써 신용 취약계층에 대한 지원이 가능할 것이며, 영세중소중견기업 전문은행 설립을 통해 안정적인 민간영역 확대를 도모할 수 있을 것으로 판단된다.
Abstract
Is there no framework for development cooperation that would drive North Korea’s development? This study explores an effective framework of international cooperation for North Korean development by applying one from a Development Finance Institution (DFI). According to our analysis, first, the DFI framework could invite various actors in the donor group. In particular, DFIs would offer a project which promotes participation of private investment organizations or private companies in the project by taking risks. Second, this framework has an unique mechanism that can actively consider recipients’ needs by giving supports to local existing entities. Third, the DFI framework might be also a useful framework in terms of expanding private sectors in recipient countries. Certainly, when the framework from DFIs would be applied to North Korea as a cooperation framework, various participants including private actors could be expected, and the project could be promoted based on needs from local shops in recipient states. Moreover, DFI frameworks would support vulnerable people who could not be offered loan from the bank by operating micro-finance programs in North Korea. This would finally bring more actors in the private sector by establishing a special bank for micro, small, or medium-sized enterprise.
