본 논문은 유럽의 지역축소 위기 국가들 중에서 정책과 제도적인 대응이 잘 이루어지고 있는 이탈리아 지역축소의 원인과 대응방안을 분석하고 있다. 유럽의 많은 국가들 역시오래전부터 지역축소 위기 문제를 겪고 있으며, 다각도의 대응 정책을 제시하고 있다. 그러나 유럽 사례는 아시아, 특히 한국과는 조금 다른 성격과 특징을 갖고 있다. 본 논문에서는 이러한 유럽 국가들 중에서 이탈리아 지역축소 사례를 통해 한국사회에적용 가능한 지방소멸 위기 대응정책의 대안을 모색하고자 한다. 오래된 남과 북의 지역차를 겪고 있는 이탈리아는 수도권과 비수도권의 구도 속에 놓인 한국과 정치・경제・사회적인 유사성을 갖는 국가이다. 더군다나 인구 감소와 지방의 청년 실업과 고용시장의 악화 등의 문제가 매우 심각하다는 면에서 한국 상황과 비교가능할 것이다. 이에 본 논문에서는 한반도와 지형적으로나 산업구조적인 측면에서의 유사성이 매우높은 이탈리아 사례 연구를 통해 한국에 적용하거나 정책적으로 참조할 수 있는 다양한지역축소 방지 정책과 제도를 비교하려는 목적이 있다. 남북문제라고 하는 지역문제를구조적으로 고착화된 국가이며, 수출입에 기반한 무역국가라는 점, 청년 실업률을 비롯한 청년의 지방 이탈이 매우 두드러지게 발생하고 있는 국가라는 점에서 한국의 지방소멸에 대응할 수 있는 시사성 있는 정책 적용의 가능성을 비교 분석하고자 한다.
Abstract
This paper investigates the causes and countermeasures related to Italy's regional contraction, highlighting its effective policy and institutional responses amid the broader European context grappling with regional contraction crises. While numerous European countries have confronted prolonged challenges associated with regional contraction, they have proffered diversified, collective response policies. Notably, the European experience differs in character and features from that of Asia, particularly Korea. Focusing on Italy as a representative case within the European landscape, this study aims to identify alternative crisis response policies for local extinction that are pertinent to our societal context. Italy, marked by enduring regional disparities between its southern and northern regions, shares political, economic, and social similarities with Korea. The latter faces challenges stemming from the concentration of the Seoul metropolitan area and issues in non-capital regions, including population decline, youth unemployment, and deteriorating job markets. Consequently, this paper strives to compare various policies and systems designed to prevent regional contraction, drawing insights from Italian case studies that closely parallel Korea's topographical and industrial structures. The objective is to assess the feasibility of applying these policies or drawing inspiration from them in the Korean context. Given the structural consolidation of regional issues in South Korea, such as inter-Korean matters, a trade-dependent status relying on imports and exports, and pronounced challenges like youth unemployment and urban migration, this comparative analysis aims to explore viable policies for addressing the potential disappearance of South Korea's provinces.
