공공건축기획 절차에 대한 협력적 거버넌스에 관한 연구 - 한국과 네델란드 사례를 중심으로 -

Abstract

(Background and Purpose) Human beings existentially cannot live outside of space. The need for good public space is gradually increasing, and architecture has publicness as a comprehensive art that forms the spatial foundation of the society and is shared both inside and outside the building. Domestic public architecture projects are facing problems of creating inefficient public buildings and public spaces due to the lack of design management system and expertise. In order to improve these problems, detailed tasks and procedures were stipulated as the institutional basis for public architectural planning was prepared according to the amendment of the 「Building Service Industry Promotion Act」 in December 2018 (enforced in December 2019). This study examines the concept and governance of architectural planning, and draws implications through analysis of the scope in which users can participate through cooperative governance in the basic architectural planning stage and comparison of overseas cases. (Method) This study analyzes the planning work of the National Public Support Center and the local public design center, which face more problems than large cities, following the revision of the "Building Service Industry Promotion Act." It also includes an analysis of overseas advanced cases of public architecture policies. The research methods include: first, analyzing the concept of architectural planning in public architecture projects through a literature review and deriving information regarding public architecture planning affairs after the legal revision. Second, analyzing cooperative governance in the process through government and local architectural planning guidelines. Third, validating the issues in domestic public architectural planning through a situation analysis and in-depth interviews with relevant experts, based on the insights obtained from the implications of the advanced Dutch case of architectural policy. (Results) As a result of reviewing and analyzing the concept of domestic architectural planning and cooperative governance, it was found that private experts and users were participating. However, it turned out to be an insignificant level of formal participation only when the project scale is determined or when there is insufficient recognition of the existing demand for detailed facilities. On the other hand, in the urban integration process in the advanced Netherlands, it was found that the spatial planning system itself was designed to maximize creativity and context through an open process. (Conclusions) As public architectural planning is still in its early stages of implementation after the enactment of the law in 2019, efforts are needed in Korea to improve the system, allowing for creativity and flexibility without being limited to legislative form. It is also necessary to raise citizens' awareness of public space and public buildings through education and campaigns, and national and regional architectural associations should play a role in enhancing social awareness.
