Abstract

(Background and Purpose) Korea is making efforts to become a developed country through continuous economic growth and urbanization. However, only quantitative growth has been achieved amid such physical development, but it lacks in securing competitiveness in terms of the urban landscape and design quality. We should consider various measures in order to realize ‘good design’ that can pursue the qualitative improvement of public projects. The purpose was to analyze a direction for improving the domestic public projects system by analyzing the management systems related to domestic and foreign public projects and comparing what changes and values it created. (Method) After investigating similar cases of domestic and foreign public projects' design quality management systems, we intend to compare and analyze them to derive advantages and disadvantages and use them as basic data for the development of public projects' design quality management systems. In addition, the UK's quality management system, which is being applied and operated throughout the entire process from planning to design and construction of public buildings, and cases in which the system is reflected are analyzed to find ways to utilize it. First, the concept of a design quality management system was defined through a literature review. Second, I confirmed the necessity through analysis of the design quality management system. Third, the direction for establishing a design quality system was derived by comparing and analyzing policy directions and operating methods through domestic and foreign design quality management systems. (Results) In the process of creating public projects, comprehensive consideration will be needed to secure and maintain the value of public projects for users within the framework of various systems. Therefore, it is necessary to develop a design quality management system for the value of public projects and effective measures, and the direction of the design quality management system can be used in the pre-creation stage by actively linking the existing guidelines and systems according to the needs of each user. (Conclusions) Awareness and social interest in public projects have increased, and various policies and projects are being promoted. As a result of these efforts, the awareness level of citizens regarding public projects' design have also increased, and the importance of public projects’design continues to increase. However, there is no proper evaluation system for the characteristics and results of public projects in Korea and it is difficult for users and experts to participate. As a public project, it is necessary to prepare a management system that can reflect the convergence of opinions from various stakeholders and an evaluation system that can quantify and review the expected level of design by stage to induce a change in civic awareness on the value of public projects, such as publicity, usability, and functionality.
