Abstract

(Background and Purpose) As social conditions change with industrialization and urbanization, the way public spaces are created requires citizen-led complementary measures. Therefore, the purpose of this study is to compare and analyze the cases of participatory public environmental improvement projects in which citizens propose ideas and cooperate with the public administration. This study examines the promotion system of participatory public environmental improvement projects and the types of citizen participation. The scope of the study is limited to the top five Global Power City Index (GPCI) countries as of 2022. (Method) We examine the trends of citizen participatory public design projects, the institutionalization of temporary public environment improvement, and multilateral design governance through national and international literature. We select public environmental improvement projects in the top five GPCI countries. After comparing and analyzing each case, the governance system of each project is structured. Through this, we identify the trends in citizen participation in public design projects and the extent of citizen participation. (Results) When comparing participatory public environmental improvement projects in which citizens propose ideas and work with the public administration, the participatory public environmental improvement projects in the top five GPCI countries can gauge citizens’ needs and engage them for urban revitalization. When comparing the implementation mechanisms and types of citizen participation in participatory public environmental improvement projects through multilateral governance mechanisms, citizens in the five countries have the common role of proposing ideas and helping to raise funds through financing. While the projects in all five countries are not initiated by the citizens, they significantly maximize citizen participation in any manner that suits them. (Conclusions) In Korea, there is no systematic way for citizens to voluntarily propose ideas to improve the public environment and work with government agencies and local organizations. Participation platforms that allow civic organizations to be involved in leading urban change and building governance, listen more closely to stakeholders’ opinions, build diverse communities in online and offline spaces, and enable local content development and creative projects. Therefore, research on how to expand the scope of civic participation in Korea should be actively promoted.
