이를 위해 AHP(Analytic Hierarchy Process)와 델파이(Delphi) 기법을 결합한 연구 방법을 채택하였다.

Abstract

(Background and Purpose) In the context of the rapid development of modern cities, meeting the needs of modern functions while maintaining cultural uniqueness has become important in urban planning and development. Traditional historical and cultural neighborhoods face contradictions and challenges between protection and modernization because of their unique historical value and cultural symbolic significance. To address these challenges, this study aims to provide guidance for the sustainable vitality of urban historical and cultural neighborhoods by constructing a scientific evaluation index system and promoting their protection and development during the process of urbanization. (Method) This study aimed to provide a scientific basis and decision-making support for the sustainable development of urban historical and cultural neighborhoods by constructing a comprehensive evaluation index system. To this end, the study adopted a research method that combined the analytic hierarchy process and Delphi methods. First, through an in-depth analysis of the relevant literature and multiple rounds of expert interviews, key factors affecting the activation of historical and cultural neighborhoods were identified. These factors cover multiple dimensions, such as environmental protection, economic development, social participation, and cultural heritage. Next, a multilevel evaluation model was constructed based on these factors, and multiple rounds of Delphi surveys were conducted to ensure the scientificity and practicality of each indicator. Finally, the study formed a complete indicator system, including the target, criterion, and program layers. (Results) Three Delphi surveys were conducted using SPSS and Excel for data analysis. Consequently, one target-level, four objective-level, 13 rule-level, and 37 plan-level indicators were derived, and a final indicator evaluation system for the sustainable activation of urban historical and cultural streets was established. (Conclusions) The evaluation index system constructed in this study provides a powerful tool for the sustainable development of urban historical and cultural neighborhoods and can effectively support policymakers in striking a balance between protection and development. Future research should further test and optimize this system, especially its applicability in different cultural backgrounds and urban development stages. To ensure the dynamic adaptability of the evaluation system, a continuous feedback and adjustment mechanism should be introduced in practical applications to cope with possible challenges and changing needs. This will help achieve long-term protection and sustainable vitality of urban historical and cultural neighborhoods.
