Abstract

(Research background and purpose) This study focused on developing performance evaluation indicators for Community Regeneration Corporations (CRCs), which are essential for ensuring the sustainability of urban regeneration projects in Korea. Since the 2013 enactment of the Special Act on the Promotion and Support of Urban Regeneration, the focus of urban regeneration has shifted from physical redevelopment to community participation and revitalization. However, systematic frameworks for sustainably managing these communities after the end of public funding are lacking. Consequently, CRCs have emerged as key organizations that fill this gap by enhancing local capacity and promoting long-term sustainability in urban regeneration projects. This study aimed to establish clear evaluation metrics for CRCs to assess their effectiveness in achieving these goals. (Method) This study employed a comprehensive mixed-methods approach, starting with a review of previous research on CRCs and urban regeneration performance evaluation. Focus group interviews were conducted with key stakeholders, including policymakers, CRC managers, and academic experts. Subsequently, the Delphi method was used in three rounds of expert consultations to refine and validate the proposed performance indicators. The final set of indicators was designed to measure the social, economic, and environmental outcomes associated with CRCs’ activities. (Results) This study identified key performance indicators for CRCs, including community engagement, job creation, social value generation, and improvements to the physical environment. These indicators reflect the multifaceted role of CRCs in enhancing local economies and fostering social cohesion. The results also suggested that CRCs contribute significantly to the long-term sustainability of urban regeneration by bridging gaps in funding and local governance. (Conclusion) This study concludes that the development of systematic performance evaluation indicators for CRCs is essential for assessing their contributions to sustainable urban regeneration. As key entities in managing post-project community sustainability, CRCs play a vital role in maintaining the momentum of urban regeneration initiatives. The newly developed indicators not only quantify the economic and social impacts of CRCs but also provide a framework that can be used for policymaking and resource allocation. By establishing clear performance metrics, local governments and policymakers can better support CRCs by ensuring that they receive the necessary resources and recognition to continue their efforts. Furthermore, this approach can enhance transparency and accountability, allowing CRCs to demonstrate their effectiveness in fostering sustainable community-driven urban regeneration. Ultimately, the success of CRCs depends on ongoing policy support, adequate funding, and continuous community involvement, all of which are crucial for achieving long-lasting urban transformation.
