도시재생사업의 평가지표에 관한 탐색적 연구: 성과평가를 중심으로

재생사업의 평가와 모니터링은 기획, 집행, 성과의 3단계로 구분할 수 있으며, 단계별 평가결과를 측정하는 평가지표의 개발과 적용은 이 사업의 성공적인 추진을 위한 중요한 과제라 할 수 있다. 본 연구는 재생사업의 최종적 결과인 성과평가에 기반한 평가지표 개발에 초점을 두고 개발하되, 특히 도시의 지속가능성에 기반한 지표개발에 연구의 목적이 있다. 도시재생사업의 성과 평가 제도와 관련 연구 분석 결과, 국내 도시재생사업의 평가지표는 주로 경제적 측면의 정량 지표에 치중한 측면이 있으며, 사회문화적 관점을 포함한 도시재생의 다양한측면을 고려하지 못하는 것으로 분석되었다. 그런 점에서 도시재생 성과평가 지표는 도시재생의 관점에서 평가지표가 수행해야 할 관점과 근린차원의 도시재생을 제고할 수 있는 현실적인 지표의 관점에서 재정립될 필요가있으며, 본 연구는 지속가능성 관점에서의 평가지표 개발을 위한 연구의 기초적 관점을 제공하고 있다.
Abstract
Evaluation and monitoring of urban renewal projects can be divided by strategy, implementation and performance and developing and application will be a prominent task in success of this projects. This study focuses on finding out performance indicators from the perspective of urban sustainability. Prior studies tend to focus on quantatitive indexes and mostly focus on economic perspectives of urban renewal projects. Various studies studying indicators of urban renewal projects were collected and sorted out by more practical division. Urban sustainability indicators cover economic, land use, environmental viewpoints and qualitative ones also suggested. This study contributes sustainability viewpoints in urban renewal projects and has limitation in theoretical approach in this field.
