초록
As urban decline—characterized by population decrease, commercial stagnation, and residential deterioration—intensifies in small and medium-sized cities in Korea, Gyeonggi Province is independently implementing the “Gyeonggi The Dream Urban Regeneration Project.” This study aims to systematically develop performance evaluation indicators aligned with the four policy goals of the Gyeonggi-type urban regeneration project (Creativity, Opportunity, Sustainability, and Balance), and to establish a strategic performance management framework by analyzing the relative importance of each indicator. To achieve this, the study conducted literature and policy document reviews, Focused Group Interviews (FGI) with experts, and a structured survey; the Analytic Hierarchy Process (AHP) was applied to analyze the importance of the selected indicators. The results identified 12 final evaluation indicators, with the relative importance of the policy goals ranked as follows: Creativity (0.330), Sustainability (0.304), Opportunity (0.220), and Balance (0.146). In particular, “Regional Issue Resolution Rate” (0.514) under the Creativity goal and “Self-Sufficiency Rate of Urban Regeneration Economic Organizations” (0.302) under the Sustainability goal were evaluated as the most important indicators. This study presents an effective performance evaluation framework for the Gyeonggi-type urban regeneration project and is expected to provide an empirical foundation for the design of local government-led urban regeneration policies.
