초록
Urban regeneration emphasizes local identity and self-sustainability, making community empowerment a key component. However, existing empowerment programs lack clear evaluation criteria and fail to adequately reflect local characteristics, limiting their effectiveness. This study aims to develop phase-specific indicators for assessing community capacity within urban regeneration projects and to propose criteria for systematic capacity-building education. Indicators were identified through theoretical review and analysis of previous studies. Focus Group Interviews (FGI) with experts and surveys were conducted to extract keywords and refine indicators by project phase. The developed indicators were applied to four urban regeneration sites in Cheongju—Jungang-dong, Andeokbeol, Uam-dong, and Uncheon-Sinbong-dong—by surveying residents who participated in capacity-building training. Importance–Performance Analysis (IPA) was used to compare community competencies across project areas. The results categorized the regeneration process into planning (coherence), implementation (diversity), and performance (satisfaction), with indicators and sub-elements identified for each phase. Differences in indicator importance and satisfaction depending on local characteristics and project types emphasize the need for localized education strategies. This study contributes to establishing a foundation for community capacity assessment and building regionally tailored, systematic training programs that support the sustainability of urban regeneration efforts.
