Abstract

(Background and Purpose) The urban development stage model outlines a progression through Urbanization, Sub-urbanization, Counter-urbanization, and Re-urbanization. Yet, in practice, urban evolutions often deviate from this sequence due to factors such as demographic decline, abrupt industrial shifts, and region-specific characteristics. These challenges create a pressing need for a micro-scale and quantitative methodology capable of capturing subtle and regionally varied urban spatial transformations at the national scale. This study addresses that need by proposing an analytical framework built around the Parcel-Building Information System, aiming to empirically examine urban spatial changes and offer a comprehensive understanding that can inform future planning and research. (Method) To achieve this, the research integrates parcel ownership spatial data (linked with cadastral maps) and building registry databases, including information on demolition and historical building records. By designating the parcel as the primary unit of analysis, the study systematically tracks building construction and demolition timelines across various graphic contexts. Through this parcel-based linkage, facilitated by unique parcel identifiers, nationwide micro-scale urban transformations become discernible. Additionally, the study evaluates common errors and missing values within public datasets, addressing them through standardized data management practices and thereby refining the reliability of the resulting dataset. (Results) Analysis of these integrated datasets uncovered a range of data inconsistencies. Outdated cadastral information and gaps in key attributes, such as building classification details, were among the most prevalent issues. Some errors, including missing or mismatched building coordinates, could lead to difficulties in accurately pairing buildings with their respective parcels. Nevertheless, by implementing a structured matching strategy centered on unique parcel identifiers, the feasibility of tracking urban spatial changes over time was affirmed. The refined dataset enabled comparative analyses of different urban trajectories, highlighting patterns of demolition in shrinking cities and intensive redevelopment in rapidly growing regions. Consequently, the study demonstrates how parcel-level data can yield robust insights into diverse urban contexts. (Conclusions) Despite persistent data quality limitations, the findings substantiate the potential of the Parcel-Building Information System to facilitate a nationwide, micro-scale evaluation of urban spatial change. By enabling region-to-region comparisons under a uniform analytical framework, this method complements the existing urban development stage model while advancing data-driven policymaking and strategic planning. Future enhancements to address unresolved data inconsistencies and expand attribute completeness will further solidify the applicability of this system. Ultimately, this approach holds promise for capturing the multifaceted processes of urban change, guiding both scholarly investigations and the practical decision-making essential for sustainable urban management.
