Abstract
(Background and Purpose) Seoul City is trying to create an interesting nighttime lives through lighting festival and lighting media performance to enhance the urban competitiveness. That is for expanding the city's tourism infrastructure and the global status of Korean culture. However, the analysis of how citizens perceive and react to 'brightness', the most basic condition for citizens in a city, has been neglected and the only lighting standards set 40 years ago are being presented and applied. This study presented a survey result on citizens’ perception of the brightness of Seoul nightime environment based on the KS illuminance standard, and proposed a design guideline and improvement plan for the brightness of illuminated environment in Seoul. (Method) The previous studies and guidelines were analyzed to understand the current situation, and review the validity of this study. After that, on line survey was conducted to survey citizen awareness. The survey target was 1,000 adults in Seoul, and the results were analyzed and derived using IBM SPSS Statistics and Excel programs using a stratified sampling method. Based on the analysis data derived from the research results, a design application plan was proposed. (Results) The streetscape is perceived as bright overall about the brightness in Seoul urban space and necessity of proper brightness reviewed due to excessive luminance and light pollution. Second, the lighting is requried for producing the purpose of space and the behavior of users rather than uniform and fragmentary brightness distribution. Third, the younger generation is relatively tolerant of light pollution, and that in their 40s showed the most negative reaction. Additionally, regarding the perception of aesthetics of urban space, more than half of the respondents evaluated that Seoul has many beautiful landscapes, and women evaluated the aesthetic value of Seoul’s nighttime landscapes more highly than men. The improvement plan based on the survey results considered not only the horizontal standard illuminance but also the luminance-centered plan, and suggested a luminance-centered plan that illuminates the spatial surfaces and structures rather than the efficiency of each light source, and suggested a multifaceted approach to secure recognition at night. (Conclusions) This study raises the issue of the current situation in which local governments including Seoul have recently recognized the importance of nighttime city lighting and have been focusing on providing rich nighttime experiences through various media, light festivals and specializing the city, while overlooking the status of the most basic perception of brightness in urban spaces and the importance of improvement. In addition, it has suggested the necessity of a plan for three-dimensional brightness based on vertical luminance standards in addition to horizontal illuminance standards for brightness standards in urban spaces.
