Abstract
Recent increases in dating violence and homicides have raised the need for separate legislation, but discussions remain delayed. This study analyzed 112 emergency call data and police interviews to empirically reveal that police response is limited. Despite the high risks and repeat reports (49.3%), police intervention is severely constrained by victims' intentions and insufficient protective measures, largely because many offenses are classified as against the victim's expressed will. The study suggests comprehensive legislative directions, including diversifying protective measures to enhance victim protection, abolishing the clause allowing offenders to avoid punishment based on victims’ withdrawal of intent, and refining the definition of ‘dating relationship’ to ensure broader coverage for all vulnerable relationships.
