본 연구는 집회시위 현장에서 경찰과 시위대의 전략적 상호작용을 게임이론을 통해 분석하였고, 중요한 의사결정 중의 하나인 강성 전략과 온건 전략의 선택에 대한 전략적 의사결정을 연구하였다. 기존 연구가 법적·제도적 시각에 주로 집중해 온 것과 달리, 경찰과 시위대를 합리적 행위자로 설정하고 그들의 전략 선택 과정을 모형화하였다. 경찰과 시위대는 각각 강경(H) 전략과 온건(D) 전략 중 하나를 선택할 수 있으며, 이때 기대 사상자 수, 메시지 전달력, 사회적 여론이 주요 결정 요인으로 작용한다. 분석 결과, 기대 사상자 수가 충분히 적어 감내할 수 있다고 판단될 경우 양측 모두 강경(H-H) 전략을 선택할 가능성이 높다. 반면, 사상자 수가 커져 사회적 반발이 확대될 경우에는 온건(D-D) 전략의 균형이 형성된다. 또한 외부 요인(정부 정책 기조, 사회적 여론, 정보경찰의 역할 등)에 따라 혼합 전략이나 조건부 균형이 발생할 수 있음을 확인하였다. 추가적으로, 국내외 집회 사례를 통해 모형의 설명력을 검증하였다. 본 연구는 집회시위를 주체 간 전략적 상호작용으로 해석함으로써, 경찰의 집회 관리 정책과 공공갈등 관리 연구에 새로운 이론적·실천적 함의를 제공한다.
Abstract
This study analyzes the strategic interaction between the police and demonstrators at protest sites using game theory, focusing on the strategic decision-making involved in choosing between hardline and moderate strategies. Unlike previous research that has mainly concentrated on legal and institutional perspectives, this study models the strategic choices of the police and demonstrators by assuming them to be rational actors. Both sides can select either a hardline (H) strategy or a moderate (D) strategy, with the expected number of casualties, message effectiveness, and public opinion serving as key determinants. The analysis shows that when the expected number of casualties is sufficiently small and considered tolerable, both sides are more likely to choose the hardline (H-H) strategy. Conversely, when casualties are high and societal backlash is anticipated, the moderate (D-D) equilibrium emerges. Moreover, external factors—such as government policy stance, public opinion, and the role of intelligence police—can lead to mixed strategies or conditional equilibria. The explanatory power of the model is further demonstrated through domestic and international protest cases. By interpreting protests as strategic interactions between actors, this study offers new theoretical and practical implications for police protest management policies and public conflict management research.
