Abstract
This study suggests alternative means of evaluating performance grant allocations of the Ministry of Culture and the Korea Arts Council. The equity and equality of grant allocations between and among local governments and central governments are evaluated through market theory and case analyses of the National Endowment for the Arts. The theoretical framework is from reviewing political economy perspective. For evaluating the grant allocations, the research recommends the inclusion of the Social variables of the local, and each state such as total population; income level; level of urbanization; number of arts organizations; and number of individual artists.
