정부 문화예술 예산의 지원 유형 분류와 간접 지원의 개념ㆍ양상 분석

이 논문은 국가의 예술진흥을 위한 재정 투입 현황을 대상으로, 그것을 다시 지원의 유형으로 나눠보고, 이에 따라 간접 지원의 의미를 강조해 실질적인 예술 진흥 효과를 높일 것을 제안하고 있다. 이를 위해 2007년 문화예술 관련 예산을 크게 문화체육관광부의 예술국 예산과 한국문화예술위원회의 문예진흥기금을 대상으로‘직접 지원’과‘간접 지원’‘축제(행사) 개최 운영’‘기관(시설, 단체) 관리 운영’‘시설 건립(복원)’등으로 나누어 전체 비율을 통계로 잡았다. 물론 지원 유형을 분류하는 데 기준 제시가 일반화되어 있지 않지만, 이러한 시도를 통해 그동안 막연히 제시되어 온 직접 지원과 간접 지원의 관계를 분명하게 살펴볼 수 있었다. 또 예술국과 한국문화예술위원회의 지원 방식의 성격과 목표의 차이를 분명히 하면서, 궁극적으로 정부의 간접 지원 수위를 실제로 창작 환경과 기반을 조성하여 자율 경쟁이 가능한 시장을 형성하는 것으로 정함으로써 공적 자원 투입의 효율성 증진을 가능하도록 제시했다.
Abstract
This treatise examines the government’s present budget allocation for promotion of the arts, and classifies the types of support.Accordingly, it suggests increasing the practical effect of arts promotion, with emphasis on the significance of indirect support. For the type of support, the 2007 arts and culture budget, particularly the budget of the Arts Bureau, Ministry of Culture, Sports, and Tourism and promotion endowment for Arts and Culture from the Arts Council Korea, is divided into: direct support, indirect support, festival organization support, facilities management support, and facilities creation support. It is uncommon to suggest astandard for classifying the types of support, but in this discourse we aim to clarify the relationship between direct support and indirect support which has, thus far, been vague. Also, to clearly differentiate between the character and aim of support from the Arts Bureau Ministry of Culture, Sports, and Tourism and the Arts Council Korea, we suggest that the government should concentrate its effort on indirect support for the formation of an autonomous competitive market. This can be achieved by building an artist’s creation environment, practically support for the conditions of artists’activities and it makes possible to increase the efficiency in an input of public money.
