이 글은 문화정책 연구가 문제지향적인 학문으로서 정립하기 위한 가능성을 모색하고자 한다. 문화정책 연구의 정체성을 정립하기 위해서는 독자적이고 규범적인 연구영역의 정립, 주요한 개념에 대한 확립과 논증, 보편적인 학문의 이론과 방법론을 문화정책 연구의 특수성에 맞도록 고유의 이론과 방법론을 정립할 필요가 있다. 그렇지만 문화와 정책이 가지는 포괄성과 복잡성으로 인하여 실제 문화정책의 규범적인 영역, 고유의 이론과 방법론의 정립은 난제이다. 이를 위해서는 정책연구의 기본 지향이 사회맥락적, 학제적, 문제 지향적 접근이 강화되어야 한다. 단순히 현재의 사회맥락 뿐 아니라 역사적 환경, 국제적 환경도 고려할 필요가 있으며, 문화정책을 연구하는 다양한 사회과학 분과학문 이외에 인문학적인 소통과 참여적 이해의 관점도 결합될 필요가 있다. 문화정책 연구의 정체성은 문화정책 연구의 목적인 적실성 제고를 위한 것이다. 이 글에서는 정체성의 문제와 연계된 문화정책 연구의 적실성을 제약하는 요인들을 살펴보고 대응방안을 검토하였다.
Abstract
The article aims to explore possibilities and issues to the problem-oriented social sciences in field of cultural policy studies. In order to establish identities of cultural policy sciences, it is necessary to a independent normative research field, establishment of main concepts, and building the own theories and methods in fields of cultural policy studies. The problems is difficult to be solved on account of cultural diversity and complexity. Therefore, cultural policy studies should be worked toward of contextual, interdisciplinary and problem-oriented approach. The researchers have to deliberate on historical and foreign environments, and work up understanding different social sciences approach but also communications and Verstehen concepts of Humanities perspective. The identity of cultual policy studies aims to improving relevances to practical cultual policies.
