다문화정책의 역사가 일천한 한국에서는 이 새로운 종류의 정책의 좌표가 어디인가에 대한 혼동이 존재하는 것으로 보인다. 이러한 혼돈은 정책의 현장에서 유사한 정책사업들이 과잉 생산되고 정책이 대상의 정합성을 확보하지 못하는 문제를 발생시킨다. 본 논문은 다문화정책을 문화정책과 사회정책의 상호 연관성 속에서 분석하여 다문화정책의 개념과 영역을 명료하게 제시함으로써 현재 다문화정책이 정책대상과 정책영역을 명료하게 하는 노력의 일환이다. 다문화정책의 개념적 및 영역적 특성은 다문화정책에 있어서 정부의 역할이 어떻게 부여되는 것이 바람직한가에 대한 함축을 제시한다. 이 분석을 통하여 현재 한국의 공적 담론이 결여되는 가운데 관주도적으로 이루어지는 다문화정책의 방향선회가 다문화정책의 개선에 중요한 요소임을 제시한다.
Abstract
Multicutural policy has been a relatively new phenomena and area in Korea. As such, policy prescription has been abundant without any reflection on most important policy target and services. This paper intends to clarify the specific and difficult feature underlying the tricky concept of 'culture' of multicultural policy. Referring to the analysis, problems of current practice of multicultural policy will be revealed. In course of describing the specific conjoint features of cultural aspect and societal policy aspect I will suggest that the government's role in this complex area should be more inviting policy participants to discursive procedure.
