사회 통합을 위한 문화 정책: 세분된 통합 개념과 응집적 문화 패러다임을 중심으로

현재 통합에 대한 요구와 관심이 높다. 전형적인 사회 해체의 현상이 나타나고 있으며 다양한 갈등은 긴장을 높인다. 이른바 문화적 통합은 이러한 문제들에 대한 유용한 해결책으로 간주된다. 하지만 문화적 통합, 특히 이를 위한 정책적 노력에 대한 학술적 탐구를 찾기 힘들다. 이 연구는 이러한 공백을 메우기 위한 시도다. 이 논문은 다음의 세 가지 질문을 중심으로 통합과 문화 정책의 관계를 탐색한다. 대체 어떤 통합을 원하는가?(혹은 어떤 통합의 문제에 직면했는가?) 두 번째로 문화적 통합의 구체적인 내용은 무엇인가? 마지막으로 통합적인 문화 정책의 모습은 어떤가? 이상의 세 질문에 대한 답변의 형식으로 이 논문은 구성된다. 논문의 결론은 첫째, 통합이 다양한 수준과 차원으로 나뉜다. 이를 고려해야 통합을 이룰 수 있다. 둘째, 기존의 문화적 관념은 통합의 과제를 담당할 수 없기에 새로운 문화적 패러다임이 필요하다. 마지막으로 위의 두 사항을 기반으로 새로운 ‘통합적 문화 정책’의 윤곽을 제시한다.
Abstract
Demand for, and interest in social integration is high at present. The typical phenomenon of social disintegration has appeared, and various conflicts cause social tension. So-called cultural integration is considered a useful solution for those problems. However, it is difficult to find academic research for cultural integration, especially in terms of political measures. This study is an attempt to fill the gap. This study looks into the relation between integration and cultural policy focusing on the following three questions: First, what kind of integration does society want? (Or what kind of integration problems is society confronted with?) Second, what are concrete contents of cultural integration? Lastly, what are the features of integrative cultural policy? This study provides answers to those three questions. The conclusions of this work are that first, integration is comprised of several levels and dimensions. Those are essential factors for integration. Second, a new cultural paradigm is required, because the task of integration cannot be accomplished through old-fashioned cultural ideas. Finally, this work presents an outline of the new “integrative cultural policy” which is based on the two claims mentioned above.
