Abstract

With a local and autonomous system now having been widely established, issues are emerging around the utilization and appropriate policy support of religious cultural resources. This study aims to define the issues that are involved and to suggest directions for policies that will enable local governments to support large-scale religious events. In this paper, discussion regarding the issues involved in supporting large-scale religious events is based on previous analysis conducted on the work and support offered by both central and local governments in regards to religious resource development and wider support for religions themselves. A case study is presented, drawn from the work of the local government in Jeollabuk-do, in which there has been already been a dialogue established about appropriate policy support for religious cultural resource development and religious events. This case study is used to elucidate and present the definitions adopted in this paper for the tasks and problems extant in supporting large-scale religious events. Given that any policy support given to religious events by necessity requires the consent of the local community, this paper also analyzes the issues involved in this through drawing on the perspective of local citizens as well as those whom such policies may impact. Through this analysis, there are several policy directions proposed in this paper for the local government to adopt in order to implement effective public support for large-scale religious events. As there is seldom a debate heard about local governments’ policies in regards to religious event, nor to wider religious resource development, this study has value in opening a new chapter in the discussion. However, due to the inherent differences in the characteristics and the regional and policy environments of various religious cultures, the findings presented in this study can be generalized only with consideration given to the local situation.
