한국의 지역축제 지원정책 현황에 관한 연구

Abstract

This study explores Korean cultural policies about local festivals. It has been carried out with an intention of activating Korean local festivals and shows more positive policies of Korean local festivals to be needed. Especially the support policies of the central government and the local governments are examined and the conclusions are as follows. First, policies of the central government give priority to promotion of tourism. Such policies are not cultural policies, but tourism policies and the goal of the policies is to attract tourists. Although Korean local festivals base on local and traditional culture and are related with prosperity of local culture, the policies of the central government reverse the order of things. Second, the goal of the local government is to support their own festival. As the methods of policies, especially supporting policies of festival are examined, the supporting policies tend to make local laws. That is, the local governments make local laws in order to support their festival. These laws include the organization committee of festival, financial support of festival and so on. As an example, Gwacheon Hanmadang festival is reviewed. Third, it is necessary for basic research about local festivals. There is no general ideas & standards of local festivals in Korea. In Korea, all kinds of cultural event are called festival. Korean civil servants show a tendency to support all kinds of festival in the same way. There is no difference in policy between Kangneung Danoje(folk festival) and Kwangju biennale(modern art festival) in Korea. In oder to make a proper policy, basic researches about local festivals must be conducted, and the central government and the local governments have to support such researches.
