공연분야 공공 문화예술기관 성과평가지표의 상대적 중요도 분석: AHP 분석기법을 중심으로

초록

본 연구는 공연분야 공 문화예술기관의 성과평가지표에 대한 상대적 중요성과 우선순위를 분석하는 데 그 목적이 있다. 국내외 공연분야 공 문화예술기관에서 활용하고 있는 성과평가지표를 예술성·공공성·운영효율성의 세 가지 부문으로 분류하여 각의 지표가 어떠한 우선순위를 가지고 있는지를 분석하기 위해 AHP 기법을 활용했다. 문화예술계에서 활동하는 현장예술가, 행정전문가, 그리고 학계종사자를 대상으로 설문조사를 실시하여 지표 간 우선순위를 도출하고자 했다. 분석 결과, 문화예술계 전문가들은 공연분야 공 문화예술기관 성과평가지표 영역의 우선순위를 공공성(43.8%), 예술성(39.6%), 운영효율성(16.%)이라고 생각하는 것으로 나타났다. 이에 따른 세부 평가지표의 가중치 결과는 교육 및 강의가 가장 중요한 지표였고, 시설에 대한 고객만족도, 소외계층 대상 공연이 그 뒤를 이었다. AHP 기법을 통해 도출된 결과들은 향후 공연분야 공공 문화예술기관의 성과평가지표를 구성할 때 우선적으로 고려해야 할 지표들이 무엇인지를 보여주는 시사점이 있다고 할 수 있겠다.

Abstract

This study aimed to analyze the relative importance and priority of public arts organization performance evaluation indexes. We evaluated the indexes applied by public arts organizations at home and abroad based on three criteria; artistic value, publicness, and effectiveness. After applying these criteria, we analyzed each index using the AHP (Analytic Hierarchy Process) method to differentiate their priorities. The survey targets of the AHP method included experts in the arts, administrators, and academics. The AHP analysis showed that 43.8% prioritized publicness, 39.6% prioritized artistic value, and 16.6% prioritized effectiveness. The three most important subordinate indexes selected by experts to evaluate arts organizations were education for all, customer facility satisfaction, and cultural performances for disadvantaged groups. The priority results generated by the AHP method revealed which indexes we should regard as performance evaluation indicators for arts organizations hereafter.
