문화외교는 근본적으로 국익을 위한 정부 주도 사업으로, 예술의 본질적 가치보다는 도구적 가치에 중심을 두고 있다. 공성을 지향하면서도 예술성을 잃지 않으려는 시도는 문화외교뿐 아니라 문화예술 정책의 다양한 지점에서 지속적으로 논의되고 있지만, 그가치 갈등을 합의로 이끌어내는 정책 모델에 대한 학문적 연구는 여전히 부족한 실정이다. 본 논문은 맥카시 외(McCarthy et al., 2004)의 ‘예술혜택 이해의 틀’, 위조머스키(Wyszomirski, 20)의 ‘가치에서 영향으로’ 모델, 그리고 안셀과 가쉬(Ansell & Gash, 2007)의 ‘협력적 거버넌스’ 모델을 개념 분석하고, 세 모델의 연계와 통합을 시도함으로써, 예술을 통한 문화외교의 정책 수립과 실천에 준거가 되는 개념적 틀을 제시하고자 한다.
Abstract
Cultural diplomacy is fundamentally a government-based endeavor for the national interest, and as such, focuses on the instrumental value rather than the intrinsic value of the arts. Promoting artistic quality while pursuing the creation of public value is an ongoing concern of cultural policy makers, especially those with the instrumental concerns of cultural diplomacy. Yet despite this, there has been a lack of robust academic research on effective models for the resolution of these conflicting priorities within the cultural diplomacy. In this paper I employ conceptual analysis to examine and synthesize the strengths of three models that have ben proposed: McCarthy et al.’s (2004) “Framework for Understanding the Benefits of the Arts”; Wyszomirski’s (2000) “From Values to Impacts” model; and Ansell & Gash’s (2007) “collaborative governance” model. I focus in particular on reconciling the intial conditions for effective policy performance with the often-disparate priorities of the cultural diplomacy and arts spheres. Through this process, I develop and presnt a conceptual framework for an organizational system that is based on consensus-oriented decision-making and establishing value-oriented links between the public and the arts.
