Abstract
The cultural phenomenon known as “Korean Wave” (Hallyu) continues to evolve despite doubts about its sustainability, expanding its scope across diverse domains such as K-pop, K-dramas, K-films, K-literature, K-food, and K-beauty. This study focuses on K-pop as a key driver of contemporary Hallyu and explores the broader cultural and artistic ecosystem through an integrated lens to propose policy-oriented recommendations. Using a qualitative research design, this study combines a literature review with in-depth, semi-structured interviews involving three expert groups: policymakers, cultural and artistic practitioners, and academic researchers. Semantic analysis is used to interpret the interview data. The findings underscore the need to shift away from development- and industry-centered policy paradigms toward more context-sensitive and adaptive frameworks. In a time of transformation, policy capacity must be grounded in innovation and agility. This study identifies the need for new roles: analysts to reframe perspectives, coordinators to mediate cultural policy issues, and facilitators to expand global networks. Furthermore, it emphasizes the importance of a dynamic governance system capable of responding to the evolving demands of the cultural and artistic phenomenon of Hallyu. This study contributes to the discourse on the sustainability and expansion of Hallyu by offering contextually relevant policy insights rooted in the Korean sociocultural environment.
