국내 소규모 유아교육기관 지원 체제 구축을 위한 해외 사례 연구

초록

학령 인구 감소로 인해 소규모 유치원이 늘어나고 있다. 이에 본 연구는 해외의 소규모 학교 정책과 교육과정 운영 사례를 분석하여 국내 소규모 유아교육기관 지원체제 구축 및 운영에 대한 시사점을 도 출하고자 하였다. 이를 위해 호주, 미국, 이탈리아 국가에서 시행 중인 소규모 학교의 정책 및 운영전략을 문헌 조사와 사례 분석을 통해 검토하였다. 연구결과, 해외는 소규모 학교의 지속 가능성을 위해 재정 지원, 지역사회 협력, 교사 지원, 소규모 학교 전담 연구소 설립 및 지속적 모니터링, 특화 교육과정 개발 및 운영 등의 노력을 기울이고 있었고, 온라인 프로그램 및 민간 자원을 활용하여 교육 접근성과 질을 높이고 있었다. 연구결과가 국내 소규모 유아교육기관 운영 및 지원에 주는 시사점으로는 1) 소규모 유아교육기관의 체계적 유형화를 통한 정책 간 정합성 확보, 2) 지속가능성을 고려한 재정 지원 및 맞춤형 운영 모델 다각화, 3) 안정적 교원 수급 및 장기 근무를 위한 유인책 마련, 4) 온오프라인 병행 교육을 위한 인프라 구축 및 프로그램 개발 운영, 5) 지역 특성 및 수요를 반영한 특화 교육과정 운영 및 지역사회 중심으로서 소규모 유아교육기관의 역할 강화, 6) 소규모 학교 관련 정책 총괄 부서 및 지원 연구본부 설립이 도출되었다.

Abstract

Due to the decline in the school-age population, the number of small preschools is increasing. This study aimed to analyze the policies and curriculum operation cases of small schools overseas and to derive implications for the establishment and operation of a support system for small early childhood education institutions in Korea. In this study, the policies and operational strategies of small schools implemented in Australia, the United States, and Italy were examined through literature reviews and case analyses. The study found that overseas efforts to ensure the sustainability of small schools include financial support, community cooperation, teacher support, the establishment of dedicated research centers for small schools, continuous monitoring, and the development and operation of specialized curricula. In addition, online programs and private resources were being utilized to improve accessibility and the quality of education. The implications of these findings for the operation and support of small early childhood education institutions in Korea are as follows: 1) Securing policy alignment through systematic classification of small early childhood education institutions, 2) Diversifying financial support and tailored operational models with sustainability in mind, 3) Developing incentives for stable teacher recruitment and long-term employment, 4) Building infrastructure and developing programs for blended online and offline education, 5) Operating specialized curricula that reflect regional characteristics and needs, and enhancing the role of small early childhood education institutions as community hubs, 6) Establishing a central department and a dedicated research center to oversee policies related to small schools.
