Abstract
The early childhood education and care (ECEC) integration is one of the key national tasks to pursue under the Yoon administration. Examining public kindergarten and pre-K policies in the United States through a review of the literature, this paper discusses policy considerations for the Korean government in developing the ECEC integration policy aimed at ensuring high-quality care and education for all. The study explored: (1) the issues of kindergarten in the elementary education system; (2) current trends in state-funded pre-K policies; and (3) implications for the Korean government toward constructing an integrated ECEC system and governance policy. Policy implications include: problematizing the policy proposal to include kindergarten in the elementary education system in Korea, providing ECEC services within the public education system, integrating the ECEC systems and policies led by the Ministry of Education, improving the quality of public early childhood education by raising teacher qualifications (i.e., 4-year degrees with specialized training in early childhood education), and ensuring consistent and adequate source of funds for building and sustaining the integrated ECEC services within the public education system.
